They enhance safety by warning drivers well in advance of stop intersections, allowing a gradually reduction in speed decreasing blow-throughs.  If you want to draw attention to a new stop intersection, it can be easily relocated and replaced with a standard sign after drivers have become accustomed to the new condition.
